President of Ukraine Volodymyr Zelensky signed the Law "On amendments to some legislative acts of Ukraine concerning the stimulation of viticulture and horticulture development" № 1989-ІХ, which the Verkhovna Rada adopted on December 17, 2021.

The purpose of the document is to create the appropriate economic and legal conditions favorable for the development of viticulture and horticulture in Ukraine, the official website of the President of Ukraine reports.

The law expands the list of citizens of Ukraine with the right to buy the land plots of state and communal property for peasant (farmer) economy.

Thus, there is a buyout of state and municipal property by citizens who have acquired the right to lease land by re-registering the right of permanent use of the land until 2016, and not until 2010, as it was before.

According to the document, from the year 2024, the citizens will also have the right to purchase land with perennial plantings if such persons have been growing perennial plants (fruits, berries, nuts and grapes) on the said land plots for at least three years.

In addition, there shall be established a term for agricultural land plots leased for establishment and/or cultivation of perennial plants (fruits, berries, nut-bearing plants, grapes) which term shall not be less than 25 years.

The law also provides that in case of termination of the land lease agreement at the initiative of the lessor (except for cases of termination of the agreement due to improper performance of his/her duties by the lessee) the lessee shall be entitled to compensation for expenses for improvement of the leased land plot made with the lessor's consent and for losses incurred due to termination of the agreement.
