"I strongly condemn the cyber attacks on the Ukrainian government. NATO has been working closely with Ukraine for years to help strengthen its cyber defenses. NATO cyber experts in Brussels share information with their Ukrainian counterparts about ongoing malicious cyber activity. Allied experts in the country are also supporting Ukrainian authorities on the ground," Stoltenberg said in a statement.

Earlier, European Union diplomatic chief Josep Borrell condemned the cyber attack, saying Ukraine would receive emergency technical assistance.

"We are going to mobilize all our resources to help Ukraine deal with this cyber attack. Unfortunately, we knew this could happen," he told reporters at a meeting of EU foreign ministers in Brest, France.

At the same time, he refrained from naming those responsible.

"It's hard to say who's behind it. I can't blame anyone because I have no evidence, but we can imagine," Borrell added.
