Earlier, European Union diplomatic chief Josep Borrell condemned the cyber attack, saying Ukraine would receive emergency technical assistance.

"We are going to mobilize all our resources to help Ukraine deal with this cyber attack. Unfortunately, we knew this could happen," he told reporters at a meeting of EU foreign ministers in Brest, France.

At the same time, he refrained from naming those responsible.

"It's hard to say who's behind it. I can't blame anyone because I have no evidence, but we can imagine," Borrell added.
