Defense, social security and medicine: what indicators are included in the 2023 state budget

Security and defense became the main priority in the draft state budget of Ukraine for 2023. Yes, 45% of the expenses are laid specifically for the support of the Ukrainian army. This was announced by Prime Minister Denys Shmyhal.

 

 He noted that about 18% of the national GDP will be spent on security and defense. Shmyhal added that Ukraine finances and will finance the Armed Forces independently from its own internal resources.

 

 Other main indicators of the state budget for 2023 are as follows:

 

 1.1 trillion hryvnias of revenues and 2.3 trillion hryvnias of expenses of the general fund;

 

 covering the deficit at the expense of macro-financial assistance from international partners and the sale of military bonds;

 

 16% will go to social programs to support Ukrainians, including pension payments and adaptation of veterans;

 

 7% – for medicine, 6.2% – for education;

 

 assistance to the communities of the de-occupied territories: 24 billion hryvnias of additional subsidy for compensation of losses, at least 19.4 billion hryvnias - to the Fund for liquidation of the consequences of armed aggression;

 

 continuation of business support programs: credit program 5/7/9 and grants.

 

 "Implementation of the state budget during the war is a movement with many unknowns. Under force majeure circumstances, the main financial document of the country will be adjusted, but will remain unchanged in its priorities," Shmyhal wrote.

 

 The Prime Minister also emphasized the importance of quick adoption of the draft state budget for 2023.
