Bulgarian President Rumen Radev spoke at an EU summit on Thursday with comments that contradicted the views of most of his colleagues who had arrived in Brussels for a meeting of European leaders.

 Radev, who represents Bulgaria at EU summits while the country does not have a regular government, opposes the provision of arms to Ukraine, although the previous composition of the Bulgarian parliament managed to pass such a decision last November.
