German Chancellor Olaf Scholz welcomed the decision of the International Criminal Court in The Hague to issue an arrest warrant for Russian President Vladimir Putin.

 Scholz said at a joint press conference with Japanese Prime Minister Fumio Kishida in Tokyo that it shows that "no one is above the law."
