European Parliament approves €1.9 billion support plan for Moldova to advance EU integration

On March 11, the European Parliament approved a new €1.9 billion support facility for Moldova to accelerate its socio-economic reforms, strengthen resilience, and advance EU integration. The plan, which was agreed upon by Parliament and Council negotiators on February 19, 2025, seeks to assist Moldova in tackling the challenges posed by Russia’s war against Ukraine and increasing resilience against hybrid threats.
An official statement by the European parliament reads that under the agreement, Moldova will receive a combination of grants and low-interest loans. The facility allocates €520 million in grants, an increase of €100 million from the initial proposal, alongside €1.5 billion in loans. The additional funding is designed to support Moldova’s reform efforts while preventing excessive debt accumulation.
To speed up access to funds, the pre-financing rate has been increased from 7% to 18%, ensuring Moldova can quickly deploy resources for energy security, anti-corruption measures, and public service modernization. Additionally, 20% of the grant funds will strengthen Moldova’s institutions through digital governance, civil service training, and judicial reforms.
The statement reads that to ensure transparency and accountability, the agreement establishes a structured dialogue between the European Parliament and the European Commission, allowing for regular progress reviews. The plan also allows for voluntary financial contributions from international organizations and other donors, providing Moldova with additional support.
Furthermore, the facility explicitly prohibits funding activities that could undermine Moldova’s sovereignty or territorial integrity. The European Parliament approved the plan with 499 votes in favor, 117 against, and 44 abstentions.
