Guro Imnadze, a Social Justice Center lawyer, criticized the government’s fine policy, stating that it exceeds legal limits and resembles extortion. He emphasized that the imposition of fines serves to intimidate citizens.

“The fine policy employed by the government transcends legal boundaries. It truly resembles extortion and harassment of citizens, aimed at suppressing protest. However, if we look at the public’s response in recent months, we can see that people are not deterred by potential fines or violence from the authorities. Therefore, it is highly likely that these fines will be ineffective, and the government is again demonstrating how distant it is from the principles of justice and legality,” Imnadze stated.
