Saakashvili has pledged that he will return to Georgia ahead of the municipal elections.
He is a citizen of Ukraine and is holding an official post there.
The ruling Georgian Dream party says that Saakashvili will be arrested if he really returns.
Saakashvili left Georgia back in 2013 and is wanted by Georgian law enforcers for abuse of authority and other charges.
