The Freedom Square movement, one of Georgia’s emerging opposition and civic platforms, has announced a 10-point national action plan outlining its next steps in what it called the struggle to restore democracy in the country.

According to the statement on Monday, the plan will be implemented in phases, with weekly progress reports delivered to the public every Tuesday, beginning next week.

“We want to present a new, concrete step in our vision that will bring us closer to final success,” the movement said in its statement. “Together with our allies and fellow fighters, we are beginning to organize local and city councils across Georgia and Tbilisi to form a genuine alternative power base.”

Key Points of the Plan

  1. Formation of local and municipal councils across the country to build grassroots political structures.

  2. A large national civic assembly by year’s end, where the movement and its allies will discuss next steps and endorse a transition roadmap from authoritarianism to democracy.

  3. Within 30 days, the presentation of a “Freedom Program for Georgia” - a reform package outlining political, judicial, and economic changes for the democratic transition period.

  4. The introduction of a new National Security Doctrine, meant to replace what the movement calls the outdated framework of the current government, focusing on “real peace and stability.”

  5. Gradual presentation of key team members who could assume responsibility for major areas of state governance.

  6. Launch of a public campaign to collect signatures supporting a Lustration Law, to be introduced as one of the first legislative initiatives in a future independent parliament.

  7. Establishment of a National Democracy Fund aimed at mobilizing international and diaspora support for Georgia’s democratic renewal.

  8. Proposal to create a Foreign Policy Council jointly with Georgia’s 4th and 5th presidents and former diplomats, to coordinate the country’s external strategy and representation abroad.

  9. Engagement with European partners to establish a permanent international conference on Georgia’s democratic crisis within the European Union, discussing measures to safeguard democracy.

  10. Weekly public accountability sessions every Tuesday near Tbilisi State University, where the movement will present its progress and policy updates.

“This is our 10-point plan - a set of concrete steps we will take to strengthen democracy, transparency, and civic engagement in Georgia,” the statement concluded.
