Russia’s so-called spring–summer 2025 offensive has ended without achieving its objectives, according to the General Staff of the Armed Forces of Ukraine. The military leadership in Moscow presented the campaign as a success, but Ukrainian officials described it as “another seasonal offensive that ended in failure.”
The General Staff reported that during the operation, Russian forces failed to gain full control over any major Ukrainian city. Since the beginning of the year, however, Moscow has lost nearly 210,000 troops, either killed or wounded, along with thousands of pieces of military equipment, including 1,201 tanks, 2,174 armored vehicles, 7,303 artillery systems, and 157 multiple rocket launchers.
Ukrainian officials dismissed Russian claims about establishing “security zones” in the Sumy and Kharkiv regions as false, saying they were aimed at covering up the failure of operations that resulted in tens of thousands of Russian casualties. In the Kursk operational zone alone, Ukrainian defence forces have reportedly eliminated 19,080 Russian troops and injured more than 25,000 since the start of 2025. Ukraine’s forces are currently conducting active operations in the Sumy region, having liberated Andriyivka and Kondratovka and pushed Russian troops out of other border settlements.
The Russian command also claimed to have destroyed Ukraine’s missile industry and carried out “high-precision strikes” on military targets. Ukraine’s General Staff rejected these statements as “propaganda illusions,” stressing that civilians are losing their homes and loved ones daily to such strikes.
“The Russian command’s report is a typical example of the Kremlin’s aggressive lies and arrogance. At the same time, Ukraine’s defence forces continue to hold the front, eliminate the occupiers, and prove that no Kremlin propaganda can hide the failure of Russia’s 2025 spring–summer campaign”, the General Staff stated.
