Zelenskyy: talks with US enter decisive phase, preparations underway for signing documents

Ukrainian President Volodymyr Zelenskyy on Monday said negotiations with the United States have entered a decisive phase, as Kyiv prepares to finalise and potentially sign key documents on security guarantees.

Zelenskyy said he received a detailed briefing from Ukraine’s negotiating team on contacts with the US side and instructed officials to complete a document outlining American security guarantees for Ukraine. The President added the parties discussed a work schedule for the next two weeks, including planned meetings, document preparation, and possible signing of agreements.

“This should be a document of historical significance, and the text is already reaching that level,” Zelenskyy said.

The meeting also focused on documents related to Ukraine’s reconstruction and economic development. Zelenskyy tasked Prime Minister Yulia Svyrydenko, Deputy Prime Minister Taras Kachka, and Minister of Economy Oleksii Sobolev with ensuring full economic support and expert review of future Ukraine–US agreements, as well as potential trilateral arrangements in the Ukraine–Europe–US format.

In addition, parameters were discussed for mechanisms to use reconstruction funds provided by international partners.

Zelenskyy noted that the US side is communicating with Russia regarding the core political framework for ending the war.

“We have outlined our vision, and Russia must give a clear response on whether it is ready to end the war on realistic terms. If not, pressure on the aggressor must continue,” he said.

The Ukrainian President also stressed the importance of tightening sanctions against Russia’s so-called shadow fleet, closing financial loopholes used to bypass restrictions, and maximising limits on Russian export revenues should the war continue.

Zelenskyy thanked international partners for their continued support, saying, “Thank you to everyone around the world who helps protect lives in Ukraine and supports diplomatic efforts to achieve a just peace.”
