We are considering the introduction of personal taxes for every Ukrainian, - Hetmantsev

Personal taxes may be introduced for Ukrainians. Such changes will be possible if the tax service has full access to citizens' banking transactions. This was stated by Danylo Hetmantsev, Chairman of the Verkhovna Rada's Tax Committee, during a meeting with the EBA (European Business Association) Tax Committee.


According to the official, the progressive taxation scale is an economically justified approach that is in line with the practice of European countries and is reflected in the National Revenue Strategy until 2030.


At the same time, the use of a progressive scale complicates administration and requires a general declaration. However, Hetmantsev said that it is too early to discuss the level of rates and gradations of the scale, and that lawmakers will return to this issue later. Probably after the war.


"Moreover, this issue should be discussed in the context of a broader reform of the income tax system and after the first stage of VAT (covering 2024-25) is completed: Reforming fiscal authorities, improving the quality of administration and taxpayer confidence. Before changes in the taxation system, there should be changes in the context of digitalization and increasing trust in the tax authorities," explained the head of the Verkhovna Rada Tax Committee.

The MP said that the new taxation system will provide for full access of tax authorities to banking transactions of Ukrainians, including transfers between cards and cash replenishment of cards through terminals. Thus, all income of Ukrainians will be accounted for and taxed.


"At the same time, citizens will not have to fill out tax returns themselves. Thanks to the full digitalization of the process, the system will generate a tax report and determine the amount of payment. So, for people who work exclusively with white-collar accounting, the new tax system will bring nothing but relief. And those who work in the shadows or through gray schemes will have to get used to the fact that taxes are a must," he said.


Danylo Hetmantsev notes that the innovations provide for the introduction of a taxation scale for Ukrainians depending on their earnings. That is, people who receive lower salaries will pay less tax on them. And those who receive high salaries will pay more tax.
