Ukraine has changed the rules under which companies will be able to book employees. This was reported by the Ministry of Strategic Industries of Ukraine.

"The decision on the company's compliance with these criteria is made by a working group created by the Ministry of Strategic Industries and representatives of other interested state authorities," the statement said.

Option 1: From 50% of employees regardless of military accounting specialty.

This refers to enterprises, institutions and organizations that produce goods for the military, develop, modernize and repair military and special equipment and spare parts, produce ammunition and other defense products. They must meet both criteria.

Criteria:

1. The company must be at the stage of fulfilling a contract with a state customer in the field of defense or be a co-executor of such a contract.

2. more than 50% of the total production volume is defense-related goods, works and services (for the last reporting period).

Option 2. Up to 50% of conscript employees (inclusive).

For companies working in the industrial, aircraft and space sectors. Must meet three of the five criteria.

Criteria:

1. The company must be at the stage of fulfilling a contract with a state customer in the defense sector or be a co-executor of such a contract.

2. More than 50% of the total production volume is defense-related goods, works and services (for the last reporting period).

3. The company must be included in the electronic register of participants in the selection and execution of state contracts (agreements), in accordance with the Law of Ukraine dated 17.07.2020 No. 808-IX "On Defense Procurement".

4. The enterprise must participate in the implementation of tasks and activities provided for by state target programs in the aircraft industry and space activities.

5. The company must produce goods, perform works and provide services for defense industry enterprises (which, in turn, use them to produce defense goods).

Algorithm of actions for companies to book employees (the same for both options):

1. Send a letter of application to the Ministry of Strategic Industries together with the attached documents to confirm compliance with these criteria;

2. Based on the results of the review, the Ministry of Strategic Industry makes an appropriate decision in accordance with the requirements of the Order of the Ministry of Strategic Industry No. 27 dated 23.02.2023.

For defense industry enterprises: if the enterprise meets the criteria and the Ministry of Strategic Industry makes a decision, it is recognized as critical for the functioning of the economy and ensuring the livelihood of the population during a special period. This is the basis for further booking.

For enterprises in the industrial, aircraft and space sectors: a decision on compliance with the criteria is one of the steps towards reservation.
