The Ministry of Foreign Affairs of Ukraine has issued a clarification on the Cabinet of Ministers' resolution banning men from obtaining passports abroad. According to the MFA's explanation, the ban applies only to obtaining a passport at the Document State Enterprise.


It is reported that consulates will continue to issue passports to everyone.

According to the Ministry, the state enterprise "Document" is not part of the Ministry of Foreign Affairs, diplomatic or consular service - it is a separate state enterprise that is part of the State Migration Service.


But despite the MFA's comment, the Cabinet of Ministers' resolution states that "such passports are not sent to a separate unit or foreign diplomatic mission." This probably means that any passport made in Ukraine cannot be sent abroad for men of military age. In particular, if the application was submitted to an embassy or consulate.


As a reminder, the government resolution states that its requirements will not apply to the following categories of men of military age:

  • persons with disabilities of groups I and II with appropriate certificates;
  • men who take care of persons with disabilities and accompany them to cross the border;
  • persons with disabilities who have been recognized as incapacitated or with limited capacity, and guardians accompanying them;
  • persons with disabilities or in need of supervision who reside in institutions and receive social services accompanied by employees of these institutions;
  • men who raise a child with a disability under the age of 18 and accompany him/her;
  • men accompanying their wives who are persons with disabilities;
  • men accompanying their parents or their spouse's parents who are persons with disabilities;
  • men who are not subject to military service and accompany children with disabilities.
