Russia's attacks on energy infrastructure facilities in Ukraine are acts of terror. The President of the European Commission, Ursula von der Leyen, is sure that these are war crimes.

 This was stated by Ursula von der Leyen in the European Parliament.

 As Von der Leyen noted, "Russia's attacks on civilian infrastructure, especially electricity, are war crimes."

 "Cutting off men, women, children from water, electricity and heating with the onset of winter are acts of the purest terror. And we should call it that," she said.
