Prime Minister Denys Shmyhal said that Ukraine is submitting a preliminary draft plan for the Ukraine Facility program to the European Commission. He said this at a government meeting on Friday.
"In the battle for our state and freedom, we make decisions every day to become stronger. These are changes for our defense. These are changes to restore our economy. These are changes for the digitalization of the country. These are changes for education and medicine. This is our movement towards the European Union. Today we are taking another important step on our way to Europe. The government is submitting a preliminary draft plan for the Ukraine Facility program to the European Commission," Shmyhal said.
Speaking during a government meeting on Friday, he noted that this program, also known as the "Ukraine Plan," provides for €50 billion in assistance focused on budget support for the next 4 years.
Shmyhal explained that in order to receive this financial assistance, Ukraine is obliged to carry out a number of reforms and transformation projects, which are divided into four key blocks.
The first block covers the creation of sustainable institutions for economic recovery. The second includes basic reforms in public finance management, the fight against corruption, and justice. The third block focuses on economic reforms that improve the business climate and human capital. The fourth covers key sectors of the economy, such as energy, agriculture, logistics, IT and other industries.
Noting that the plan will also contain three cross-cutting areas - European integration, digital transformation and green transition, Shmyhal emphasized that it is not a final document and will take into account comments and consultations with international partners, civil society and business.
