Port of Kherson will receive 320 million UAH of investments from the concessionaire - the Ministry of Infrastructure

SE "Kherson Sea Commercial Port" is transferred to the management of the concessionaire company. On December 23 the acts of transfer of property for 30 years between the Ministry of Infrastructure of Ukraine, SE "Administration of Sea Ports of Ukraine", LLC "Risoil-Kherson" and LLC "Kherson Port" were signed, the Government Portal reports.

 

"This month we finalized already the second successful concession project. It is important that on the whole we finish this year with an understanding of the action plan for each seaport of Ukraine.

 

Kherson port will be modernized, which will significantly increase its efficiency. We are talking about at least 216 million investments into the port in the next 3.5 years and at least 18 million UAH for Kherson infrastructure. In particular, the plans include co-financing the overhaul of roads on the way to the port and a new site for trucks outside the city.

 

The capital investments will help to realize the potential for the development of the traffic on the inland waterways, because the port is in the delta of the Dnieper. One of the terms of the concessional agreement is increasing up to 80% share of cargoes, going to the port by inland water and railway transport", - Minister of the Infrastructure of Ukraine Alexander Kubrakov said.

 

The total amount of investments is 320 million hryvnias. The company-concessioner plans to modernize and reconstruct the equipment, mechanize the warehouses, and install additional silos. For this purpose the schedule of investments realization has been already approved and the technical projects have been worked out.

 

Under the terms of the concession agreement the concessionaire is obliged to:

 

- to pay annual concession fee in the amount of not less than 12 million UAH subject to indexation and 7% of net income;

 

- to invest in the object not less than UAH 216 million for the first 3.5 years from the end of the transitional period, and for the first 10 years - additionally not less than 62 million UAH

 

- to ensure the volume of port cargo transshipment in 2030 at least at 1.36 million tons;

 

- ensure continuous operation of the port;

 

- to transfer all employees of Kherson Sea Port and part of the employees of the Administration of the Sea Ports of Ukraine without allowing their dismissal for 10 years;

 

- prevent wage reductions for employees during the first 3 years after the concessionaire hires them, increasing the level of payments in accordance with the law

 

- To carry out measures for the protection of the natural environment.

We will use modern approach, new equipment and technologies - this means not only increased volume of transshipment, but also higher wages for our employees, improvement of working conditions and safety, compliance with high environmental standards", - noted co-owner of Risoil and "Kherson Port" Alexander Minov.
