Russia will withdraw from the European Convention on Human Rights on September 16

According to the ECHR, Russia will withdraw from the Convention on September 16. The European Court of Human Rights will be able to consider complaints against Russia until then.

 

Russia will cease to be a party to the European Convention on Human Rights on September 16, 2022, the European Court of Human Rights (ECHR) said in a resolution released on Tuesday, March 22. The document notes that the ECHR may continue to consider complaints about actions or omissions by Russia if they allegedly violate the Convention and occurred before September 16.

 

The resolution also states that the March 16 ECHR decision to suspend consideration of all complaints against Russia is immediately withdrawn.

 

Russia's membership in the Council of Europe was suspended on February 25 amid Russia's invasion of Ukraine. The suspension procedure was initiated by Ukraine and Poland. Earlier, the CoE Committee of Ministers condemned Russia's recognition of the self-proclaimed Donetsk and Luhansk people's republics in Donbas and Russia's invasion of Ukraine.

 

It should be noted that Russia has been a member of the Council of Europe since 1996. In connection with its accession to the Council of Europe, Russia introduced a moratorium on the death penalty. Commenting on the suspension of Russia's membership in the Council of Europe and the PACE, the deputy chairman of the Russian Security Council, Dmitriy Medvedev, said that this was a "good opportunity" to bring back capital punishment in the country.

 

When leaving the Council of Europe, Russia should denounce the European Convention on Human Rights.
