Rada adopts law on restarting the Bureau of Economic Security in the first reading

The Verkhovna Rada adopted in the first reading a draft law on restarting the Bureau of Economic Security (BES). The requirements of the IMF and G7 will be taken into account for the second reading. This was reported by MP Yaroslav Zheleznyak on Telegram.


According to him, draft law No. 10439 was supported by 264 MPs.


According to the MP, the draft law takes into account amendments regarding the mandatory re-certification of BES employees and the decisive vote of internationals in the selection of candidates for the BES chairman.


At the same time, the draft law does not take into account the rule that there should be two candidates, not one. Also, the re-certification and selection procedure are not prescribed in detail.


"All this is in the comments of business, the IMF, and the G7. The head of the coalition has pledged to take this into account," Zheleznyak added.


In January, the Cabinet of Ministers registered the draft law "On the Bureau of Economic Security of Ukraine" in the Verkhovna Rada to improve the work of the bureau. The law on the BES is part of the Ukrainian authorities' commitments under the IMF program, with a structural benchmark of the end of June 2024.


According to the Memorandum, the authorities promise to: develop an open, transparent and competitive process for selecting management and staff for the BES; tighten requirements for the selection committee; introduce a contract system for employees; and develop a mechanism for staff certification.
