Chairman of the Verkhovna Rada Committee on National Security: Detention of people by TCC employees is illegal

Forcible detentions of people on the street by TCC employees are illegal, Oleksandr Zavitnevych, chairman of the Verkhovna Rada Committee on National Security, said in an interview with RBC-Ukraine. According to him, personnel decisions were made and TCC employees were rotated due to public scandals. 


"Such cases are violations of the law, and each of them requires investigation and appropriate response. As far as I know, this is what is being done, personnel decisions are being made, and employees are being rotated. But let's be honest, such cases are partly provoked by gaps in the current mobilization mechanisms," Zavitnevych noted.


He also said that some of these cases were the result of gaps in the current mobilization mechanisms. According to him, the system of mobilization resources and approaches to its use have remained outdated since the Soviet era due to shortcomings in reforming these processes.


"But let's be honest, such cases are partly provoked by gaps in the existing mobilization mechanisms. Unfortunately, from the very beginning of Ukraine's independence, when a number of state programs for the development of the Armed Forces with very loud names were adopted, the hands never got around to replacing Soviet approaches to mobilization. As a result, for decades, military enlistment offices have been stuck in the past with a completely outdated system of paper-based accounting of mobilization resources and approaches to attracting them to the army," Zavitnevych said.


He stated that the system began to be reformed in 2021, but due to the Russian invasion, "these innovations did not reach the necessary spread, and the implementation of ideas slowed down."


To solve the problems, the option of withdrawing the TCC and SP from the Ground Forces and transferring them to the Ministry of Defense is now being considered.
